Although modest in scale, the complex design provided all the challenges of a much larger project – angles and curves, unfamiliar materials, logistical difficulties and extremes of weather. With frozen ground to contend with in the winter the ability to pour concrete was limited and so the normal logic of building the structure was severely affected and required modification as the programme had to be maintained.

Judges’ comments

An old supermarket in Levin was perfectly located to convert into an expanded public library, and the extra space allowed for a whole raft of other community facilities to be included, all on a shoestring budget using local contractors and sub-contractors. The Client Contractor and the local community worked together to make this happen. $20,000 was raised by volunteers who stripped out the copper content of the old building to assist with the budget constraints. Finding asbestos in the roof early on in the Project also added to the budget pressures. Good team work and collaboration by all, resolved all these issues as they arose to produce a superb place of learning.

Judges’ comments

A vital addition to the Parkside Building of Christchurch Hospital saw much needed bed space and new and improved facilities created in very trying conditions. Implementation of changes to building standards made shortly after the start of the project created time delays that were mitigated due to great efforts by the build team in accelerating the construction.

The quality of this project belies the obvious obstacles of building within a fully functioning hospital environment. Excellent communication between all parties, passion, commitment and a clear understanding of the construction methodology and requirements for the project resulted in the project brief being more than met.

Judges’ comments 

This major local project was always going to be highly visible, and subject to intense community scrutiny. In those circumstances it took great courage for the local body client to appoint a design and construction team offering a very unorthodox solution.

This project is a clear example of an outstanding commercial construction project. It demonstrates that functionality and aesthetics need not be mutually exclusive. Where most road bridges are typically built to the cheapest post-and-beam design the Lower Hatea River Bridge shows that a bridge can be at once practical and striking – and with a little lateral thinking – economical.

The result more than lives up to expectations and all involved are justifiably proud of the results.
